Accessibility requires two ways to get to everything and that you must use a sense other than color to indicate somethings status or importance. Furthermore, for screen reader users, all of the non-decorative stuff has to be conveyed through announcements — if the tab is selected it has to announce that. This article is a very good reminder of those guidelines.
